Concurred. Perhaps, upon receipt, the seller can compromise on returning some middle ground of the delta.

what do you mean?  you would of paid less in euros to get to the original $1,400 USD purchase price and then less in euros AGAIN to send the seller back what he refunded, no?  I don't know that the USD was stronger than the euro at any point in the last few months.

right now, $1,400 USD = $1,258.44 euros.

either way, good on you for refunding the money and sending the razor back.  to me, the shipping costs should be on the seller.
It fluctuated by 4% but if the deal was done in USD then it is proper to be refunded in USD.  Same if done in EUR.

If you want to do it right you specify the amount in the currency of the other buyer and pay the difference in fees.  If you want to do it the lazy way (as many people do) you just send the supposed amount in your currency, let them convert and it isn't even close as they use a bad conversion rate and you loose the fees... just bought dog collars from the UK, sent the money in Sterling and paid the fees to make sure he was made whole (good friend who sent them to me).
