Although he is not exactly starting out, you might want to look a the razors produced by Bluesman Blades. Victor Creazzi is the artisan behind these creations. His attention to detail from the forging to the grinding to the honing to the scalework is wonderful. Due to the level of craftsmanship, these are not inexpensive blades.

Some of Vic's less expensive blades are monosteel, but some are made using the SanMai three layer pattern that produces a beautiful blade, yet the steel in the center from which the shaving edge is honed is still a single steel. Vic grinds the blade using a belled hollow grind that produces an edge that is ideal for coarse beards like mine. I have one of his San Mai blades. It is a wonderful shaver and a beautiful piece of art. It would make a wonderful addition to any collection.

He's been at it for a number of years, so I don't know that you'd say 'starting out', but Bruno Van Doren, in Belgium, has a one man forging outfit called Snail Forge. He specializes in Damascus, and i can attest he makes a helluva good razor !

While I know that Sean has been doing this for a few years now, I’m going to say that thanks to his v4 soap formulation he’s placed MacDuffs Soap Company firmly in the up and coming artisan category. It usually takes a decade or so to become an overnight success.
