Well as always your mileage may vary. But it seems to be a custom especially in Italy.
Any barbershop in Italy I visit, about 90% of them would give the straight (if they do not use a shavette that is) a few strops in their palm.
Even the great straight razor artisan Mastro Livi does strop in his palm as a final stropping tool.
I am way to afraid to do it and I think it is much more of a custom, than needed. I strop on my normal leather strop and thats it and get excellent shaves. And apart from Italy I saw very very few barbers do it, none of the Turkish barbers I visited did it.

The mastro livi video is where I saw this done. Since I've never seen it before it confused me. But I have tried after stroping before I shave and it feels the same if I don't do it. So I guess maybe it is just a custom or like Caleb suggested just clean off the excess.
