Look at the Phoenix Double Open Comb Razor. Very mild and a great buffering razor. If money is no object look at the Feather AS-D2. I use both of these and they are awesome for me.

The EJ DE89 is a pretty mile razor, about as mild as I'd be able to get away with. I have one for sale in the BST paired with a Weber Bulldog handle if you're interested.

I also had some good luck with my Merkur 1904/41c which is an open comb, but extremely mild and forgiving. I believe the Maggard OC head is the same design but uses a brass bottom plate instead of zamak. Some of the vintage Gillettes are pretty mild as well, you may do well if you can find a NEW in good condition.

Like others have said, the Tech is just supremely comfortable and mild, but it is sneakily efficient

Try and land one of the Razorock Black Mamba's, I think Italian Barber is releasing another batch soon. It's such a beautiful razor, but was too mild for me so I traded it away.

Another for the Tech. However, if you are new to DE shaving the Feather Popular is the perfect "learner" razor. It's damn near impossible to cut yourself with. I get a DFS from one with a sharp blade as well.

Another vote for the Gillette Tech. If I recall correctly, the New shaves similarly, and cranks up the cool factor a bit due to the open comb.

You could also opt for an adjustable, and dial it down as low as you care to go.

Aside from the Tech pretty much all of the vintage Gillette TTOs are mild. The 40's style Superspeed is one of my favorite razors as well as a 40's Aristocrat. If you want something exceptionally mild consider a blue tip Superspeed or an aluminum handled Tech.

If you go on The Chiseled Face Groomatorium web site they have started to sell DEs and brushes. They have an introductory price on their 2 offerings, Treble and Basso. Both have stainless handles and the head is a Edwin Jagger de89 close from what I've been told. I used my Basso last night the the head is very mild and the handle is heavy and massive. You can't loose at that price.

I'd reinforce the Tech message, but if your goal is really as mild as possible, late 40's over pre-war. the pre-war (with triangle shaped slots in the base is a touch more aggressive than the pure oval slots) generally speaking.
