It appears to be a strop for GEM style single edge blades. It looks like it might also work for wedge-type SE blades like this:

The blade holder appears to be angled much too steeply for the average straight razor...

For SE and DE blades, I find a quick palm stropping to be more than sufficient to smooth out a slightly rough shave. It won't refresh an edge, but it can help smooth one out and remove the harshness of some of the ultra-sharp modern blades available...
