I did not think I had many soaps under $15 until I started taking inventory. Some of the brands listed below are under $15 and some of their other soaps are over $15 (not listed). In addition, I only purchase hard soap refills which are generally 50% less that the same soap with a tub. Hope I got them all.
Lea (refill)
Proaso
B &M Latha
Chiseled Face
Fine Accoutrements
Mickey Lee Soapworks
Pannacream Pure
Stirling
Catie’s Bubbles

There are more but there's my top 5 under $15
I believe both the B&M soaps cost more than $15 USD.

Under $15?
Right now:
Mike's
Haslinger's
Stirling
Proraso green (my first soap; tho haven't used lately)
Under $20?
Add TOBS (practically anything they make)
Add B&M (base great, scents...I gotta watch it)
Add...I'm still thinking...
I might add that, sub $10 is also a category with a few great offerings.
