I and my wife have what we call a monthly blow budget. I purchase from that what I want. It could be shaving or any other hobby. Alot of times if I want a luxury item I'll just save for a minute and make the purchase. Sometimes I'll get shaving items for birthdays, Christmas, things like that as well, if I want a luxury piece of gear or what not.

I don't have a budget. With that said, I am a single guy with a decent job, and shared custody of my daughter. Bills come first. Once I have them covered, my money is mine to spend as I see fit. Unfortunately, after bills, that doesn't leave a huge amount, but enough to keep me happy.
I avoid redundancy, and I avoid "luxury" or "high end" purchases. If I make a big-ticket purchase, it MUST be something that will either pay for itself over a short period of time, or allow me to expand my future business ideas in some way(power tools, scale materials, bench polisher, sharpening stones, etc all fall under this category).
I have prices that I am willing to spend on something in my head, and I don't go above it. Soaps are $15/4oz or less. Straight razors are $65 or less. Brushes are $65 or less, and limited to something different than what I currently have. Splashes are $20 or less...these ballpark figures allow me to purchase mid-high range, artisan software, quality(albeit often in need of restoring) hardware, and not break the bank.
I don't always follow my self-imposed guidelines. For example, my birthday is coming up this weekend, and I might just find myself making a splurge-purchase or two...haven't decided on what, just yet, but I do like to spoil myself for my birthday. I'm the only one that gets me a gift, so I make it a decent one lol...
That's about it, for me. I try not to be overly strict with myself...if there is something I REALLY want, I can often justify a splurge...but I also try not to put myself in a position where I have too much month at the end of my money. And I never take away from my kid to get myself something for shaving...
