Is it true when seeing blades labeled "Made in Israel", they are in fact Persona Reds??

Yes. 



Gillette does not sell rebrands however.

There were also Personna Blue with 'Made in Israel' printed on them. Not as good as the Reds IME. 

I've got a mess of them from 2007 or so that haven't been used since I didn't care for them. I like the Reds though.

How does one differentiate whether Reds or Blues when encountered rebranded?

Note that the Israeli 'Blues' came in the 100 pack shown, the blade didn't read 'Personna', but they were attributed to personna as the maker. I assume they were. Inferior, by a little bit, in sharpness to the reds, but not a bad blade for some. I don't like them.

The Personna International Plant in Israel made two types of blades. The Super + Platinum blades are an early design. They are sometimes sold as Crystal blades and sometimes known as Israeli Personnas, The Personna Platinum/Platinum Chrome blades are different and in my opinion a little better than the Crystals. I have seen the Personna Platinum blades in three types of packaging. One is the typical red package known as Israeli Reds. They are also sold in a blue package known as U.K. packaging. Furthermore, Personna produced many Platinum blades in generic packages sold by various pharmacy chains, etc. As far as I can tell, the Platinum blades are identical, no matter how they are packaged.

To further confuse matters, Personna Platinum blades are now showing up in the marketplace labeled "Made in Germany". Edgewell Personal Care Products announced in their 2018 annual report that the Personna International Plant in Nazareth, Israel would be closed as part of the Project Fuel consolidation/cost saving initiative. They announced in early 2020 that the project was ongoing. Although there have been shipments of blades from the Israeli plant in early 2020 to AccuTech in Virginia, it is unknown whether this represents current production or inventory produced earlier.

Personna Platinum blades in the red packaging made in Israel are still available for sale. I they are one of your favorite blades, you might want to order soon.
