Always. Either during my shower or if I'm not shaving right after showering, I wash my face with good glycerin soap and hot water. Makes a big difference.
It depends......
If I have 2-3 days stubbles, it really does help with a face wash before the shave.
If I have washed my face earlier that same day, I only splash water on my face and use my pre shave cream (and pre shave combined with warm water REALLY benefits my shaving experience, especially on shorter 1 day stubble, but also just in general)
But in general I prefer to have a clean face, before I start the shave.
As so much else in life, I think it also is very subjective and will depend on your skin type, your stubble thickness, the weather conditions in your country and the season of the year - and also of course depend on the quality of your shaving cream/soap.

Post-shower, I start fixing up my lather and my face is still dripping a bit and then I lather. Seems to always prep my face nicely.
I don't think that's weird at all! I don't dry my face between shower and shave, in order to keep the whiskers hydrated. I think that's pretty common among us wet shavers, actually.
David : DE shaving since Nov 2014. Nowadays giving in to the single-edge siren call.
I get about 1 quart of water warm by means of an electric boiler thing.
The water is getting warm for four minutes.
Then I take this water to the bathroom and apply a cloth from the water to my face.
Then I put on soap with a brush and shave.
A few times during the day (every day) i splash my face with water. I use water mostly to get a clean face.
