It's square, and only 600x600, which is unusual for a phone camera.
Has it been cropped and enlarged?
If so, I'd want to look at the whole picture (so to speak) and see if it isn't the result of lens flare spots from light sources now outside the frame.

Or maybe she shot it through a window and it's reflecting ceiling lights.
This image is labeled as being taken in "the Washington State Ferry to Bainbridge island". Unlikely to be the same ferry, but it's a good illustration of the concept.

Okay, I forgot about that part.
