Absolutely spray and caught Hell in a DFS artisan subforum for suggesting a sprayer top should be an option.
Purchase cheap plastic sprayers from WalMart then label. Spray directly on the face, neck or body (depending on area shaved). Not only more efficient but also much more effective! Haha, one is never completely alone, eh? No matter how far out on the curve, others about.
I use both. I use the balms even on non-shave days.

I find that most splashes dry, and that's it. What I particularly like about Proraso Red is that it leaves a thin film of (I guess) shea butter that lasts for hours after applying it. Yet it does not feel gooey like many balms do
I may need to experiment with combos like you suggest. If not a splash+balm combo, then find some shea butter (or something like it) and mix that with a splash.
As far as menthol goes, I'm not especially crazy about it, but I've come to enjoy throwing on some Jeris Osage Rub after a shave and feeling that eye-watering slap for a minute or so.
Then I go downstairs and I get it again from the updraft.
