Something Funny with the Certificate

I had a strange error this morning and I have to paraphrase but it said the certificate was damaged or something when I first access DFS.  I had to completely get out of Chrome and Edge and try 4 more times to get in.  It displayed a bunch of code on my screen and seemed like a Dev Page was open.  

Has anyone experienced this?  Trying to figure out if it in my PC or the site.
