The 121-3s are GEM SS ptfe blades, just in bulk and for quite a bit less $ than in the 10 packs. At one time Connaught Shaving had them for a better price than Ted Pella even with the shipping from the UK. I don't know if that's the way it is today.
There are various carbon steel blades, and while they (IMO) require no break in period or stropping to make them good right out of the pack I just don't like them as much as the SS blades. But YMMV is SE as much as DE. I've read many posts from other folks who like the CS blades more.
The Ted Pella CS blades, while priced attractively, are useless for shaving.
I don't know if Ted Pella still does it, but the last load of blades I bought from TP the lady told me that she looked me up on the 'net to see if I was real, had a need, or whatever.
If you don't know American Safety Razor, the makers of most SE blades is up for sale or closure, so buy what you need now for the SE blade apocalypse that
might be coming. Please note the word "might". No one knows exactly what will happen yet.
