So this is a coating that goes on AFTER the handle is finished? Looks great.

yes, the handle is made completely, polished, and after that it is processed with a micro abrasive with air under high pressure, this is not a film, but the same titanium

Yes, polishing is done first, followed by a matte finish.
 maybe they have another technology - the principle of acid etching.
but it is not exactly.
