I'm no expert on Hoffritz or plating...but, I think that razor head is zamac. I don't think you can plate zamac.
The other issue is the original plating may be Chrome. None of the US based razor plating guys work with chrome. Chrome is heavily regulated and an environmental hazard. Makes it hard to do it on small scale.
