Merkur Stalwaren has been around since 1896. Stalwaren means steel goods. They had a long standing business relationship with Dovo, who was Merkur's largest customer. In 1996, Dovo acquired Merkur as a subsidiary, but Merkur continued to operate independently for a while. However, they now operate in the same factory.
Since Merkur and Dovo have such a close interconnection, I suspect the Primo razor was manufactured by Merkur, but Dovo might has some input into the design of the razor.
Merkur produces a number of DE razors that continue to be popular among wet shavers. I have no idea why issuing the Primo razor would have been issued as a Dovo razor rather than Merkur.
