I have been pondering the idea of a setting a monthly budget for buying shaving gear. Anyone out there set a budget for buying shave gear? If so, how is that working for you?

Absolutely not.
If I did need to think about a shave budget, I'd probably give my head a shake unless my wife shook it off my neck by strangling me, which would be deserving.
I'd rather budget for a hobby that I can enjoy for more then 15min a day and maybe include my family and friends.

My reality sensor is my biggest enabler, my wife. She monitor my spending and she tells me when it is good enough. I couldn't put myself on a self administered budget,
For the record, I can't complain, she is very generous.

I am determined not to spend a penny more than I must.
Unless it is an item I want.

My shave budget seems to be: Spend until the bank account is depleted and mortgage payments cannot be made.
Luckily, I have self restrain and I've been able to pay the mortgage. Also, I have pretty much purchased all I need (soaps, razors, aftershaves, blades) for now -- all I will need is a tweak here and there from time to time.
